What age is equal to size 2 shoes?

My niece wears 0-6 months in Pedipeds. I just saw the cutest soft soled shoes at Target (end cap of the shoes section) but they are listed as size 2, 3, and 4. What size do I need?

According to pedipeds, here's the sizing information. I always found that the aged sizes ran way too large for what they say, so I always went with the sizing equivalents. HTH! It sounds like I would get a 3 in the Target shoes. DD is in a small/6-12 in pedipeds and she is a 3.5-4 in size:

Pediped US Approx. Age
X-SMALL 0-3 0-6 mos.
SMALL 4-5 6-12 mos.
MEDIUM 5.5-6.5 12-18 mos.
LARGE 7-8 8-24 mos.
