I have a hand-me-down Diaper Genie (it's the newer version) without instructions. How do you use the cutter?

Push down on the middle part on the top. Make sure before you do, that the material is twisted very tight. Push down and turn. Open and it should be cut.

Edited to add:
My original response was based on your comment that you had the new DG. You do not, you have the old one where the cutter is a separate piece that hangs on the lid.
FYI, if you want the new lid (and it is much easier to use) call up Playtex and tell them that your lid/cutter is broken. I did this when mine broke and they sent me the new lid. The new lid fits the older DG body.
Original response:
To make sure the bag is tight, give it 5 extra turns (3 after putting in a normal diaper + 5 extra = 8 total). Then when you push down and turn, if it seems like it won't come back up keep turning. I usually need 2 good turns to cut through.

Ok, so maybe I'm a moron, but if I am so is DH because he can't figure it out either. What part on the top are you pushing down? Mine has a clear plastic top that is attached and it does not turn. I can see the cutter underneath of the clear plastic and I can turn it when I have the lid open, but there is no way to push down on it with the lid closed. I'm just very confused. Please help!

You have to take the cutter off the lid (where it is stored) by turning it and pulling it off. Then place the cutter, razor blade side down, on top of the plastic bag area (after you've twisted the bag tightly several times as previous posters have said). Press down on the cutter, which is on top of the plastic bag, and turn. Lift the cutter off the bag and replace in the lid for storage until you need it again.
Hope that helps. Usually my directions are about as clear as mud.

Thank you! That makes perfect sense. I had no idea that the cutter was just "stored" in the lid. No wonder I couldn't turn it.
