Can anyone recommend the best light weight, easy to maneuver double stroller that can accomadate and infant car seat, has the ability to do a flat recline,and has a great basket and sun visor??? The other passenger is nearing 3 yrs old. Any experiences with the Kolcraft Universal Double Stroller? Thanx!

SBS strollers are easy to maneuver and lighter than tandems, but few take a caseat. I believe the Mountain Buggies and Valcos now have adapters. Both also have enough recline fo a newborn.
Most double tandems will take at least 1 carseat. The best baskets are also on the traditional, Graco style strollers, none of which are light or easy to push.

I have the Valco Runabout with TS and I'm finding it works really well with my kids' age spread. I use it in the city though - and don't have to fold it up much (ever, really). I'm not sure I would love to collapse it multiple times per day if I was using it in and out of the car, etc.

I think you are looking for the holy grail of double strollers. :) You can find lightweight, but then you're going to have pushing issues with a big age spread with the kids. (For example, the Peg Perego Aria is very lightweight, but because of that, it pulls to the side quite noticeably when you have kids of different ages.)
In terms of quality tandems that accept car seats, you might look at the Mountain Buggy Urban Double or the Valco Runabout. (Valco makes a good single stroller with a toddler jumpseat, and they also make a double stroller.) Try www.letsgostrolling.com

I just wanted to add about the Aria-- my twins were within 1.5 lbs of each other and very small (both under 17 lbs) when I owned an '05 Aria Twin and it was STILL hard to maneuver. It isn't hard to push because kids are different weights, it is just hard to steer, period.
Not that it doesn't offer other benefits.
