Polyurethane foam in toys?

One more toy safety question --

I know some are concerned about polyurethane foam and "outgassing." I noticed that some of the "structured" polyester baby toys contain PU foam. Should I be concerned? Or is there not enough foam to worry about this?

I feel like I may be going overboard here, but all the bisphenol A/phthalate/lead/formaldehyde (in melamine) is getting to me....
