mildew on highchair cover

I cleaned my outgrown highchairs http://www.chiccousa.com/product.php?productid=196&cat=4&page=1 (twins) a while back and while looking at them the other day (been in the garage) for maybe craigslist I noticed some mildew on the front of the (vinyl?) seat cover.

I know water/bleach gets rid of mildew, but thats about it. I don't know what part--1 part bleach 3 parts water?

Also, will this keep the mildew away, will it KILL the mildew?

I do not want to put it for sale if the mildew will come back. I sure wouldn't want to buy a high chair and mildew show up after a few weeks, kwim?

Any advice appreciated, don't know where the mildew came from....

Bump, any help appreciated!! Its not all nasty mildewed or anything, just a spot about 3" X 2".
