When to Rethread Straps on Safeseats

My twins are 3.5 months and each weighs about 15 pounds and 25 inches in length. Is it time to rethread? I can't remember and can't find the rules on that one. Thanks in advance.

For RF, the straps need to be at or below the shoulders. So, if the next harness slot is at or below the shoulders, its time to rethread.

I meant the slots the straps are threaded into should be at or below shoulders. So, if your twins are in between slots, the straps should be threaded to the lower slot. If they are at the next slot then the straps can be moved to the next slot. FWIW, DD did not move to the second set of slots in her safeseat until she was at least 7 months old.
