Default When are pants too short?

DS has a couple of pair that are a good fit on length when standing, but when sitting they practically come up to the knees. DOes that mean these pants are too short? FWIW the next size up pants are too long when standing and need to be rolled up, so DS doesn't trip on them.

Personally I think pants are too short when you think they are too short. KWIM? For me if the overall fit is good (waist, seat, etc) and doesn't seem to be too tight when sitting then I can live with a little leg showing. Of course my son doesn't sit still for that long anyway so it's much more important to me that I don't have to deal with things that will trip him up then his legs showing. If the reason they are coming up so high is that they are actually tight on his legs when he sits down that's a different story.

I think the truth is that with children's clothing they are usually going to be a bit long when you start a size range and a bit short when you are closer to the end of the size range and sometime in the middle they are a nice length
