Shea is 3 1/2 and wears 10.5 .
I would say a reasonable range would be size 8 to size 11.

I agree. Kaleb just turned 3 and is a 9W.
According to BabyGap's shoe size chart, a 3-yr-old should wear size 9. Go to Gap.com, click on babyGap, babygirl, infant, shoes/socks, pick any shoe, and click size chart to see it.
Colin wears an 8.5W at just under 2.5 years. I know that I sent a bunch of size 8 shoes - I'd put those in the 0-3 pile. Heavy socks make a difference, too, and I know that they like to bundle up the kids pretty well.

My daughter turned 4 in Dec and wears a 9. Levi will be 2 in April and wears a 6.5
