Another vote for Target. I think they are boys, but fit dd great, and have nothing in them, exactly as I like them. We recently moved to England, so I got her next size up as well. They do tend to fade around knees, just in case you want a more even look.

If you are looking for something with some room and easy to pull-up and down for potty training get Hannah Andersson comfort jeans or cords. They are very durable and quite basic.
