Default Is this a safe size for food?

I buy the frozen mixed veggies (peas, corn, diced carrots, etc) to give to Julia. Are these safe foods (size wise) to give to toddlers? I thought I read somewhere that corn kernals are unsafe but I can't see why.
Just another question from this oh so paranoid mommy! TIA-

I used to pick the bigger pieces out, but now I just give them to Gannon as is. He hasn't had any trouble. I think if you cook them until they're really soft, she can more easily mash them with her gums.

I think it's fine. I've been giving DD frozen peas & corn and she's just fine. I've never heard anything about corn kernels not being safe.
