I saw some nice ones at Marshalls (lots by Khombu) -- a lot of them in your desired size.
I got DD Snow Flurries from Land's End last week -- tried to put them on, and she squealed as if was torturing her. They do seem stiff and uncomfortable.

I got some in LL Bean 2 weeks ago, they weren't on sale but they were giving a $10 gift card with a $25 purchase so the $35 boots (which I thought was a good price for the quality anyway) wasn't so steep. I need some new snow gloves so the $10 will come in handy. She wore them right out of the box with no complaints. I think they're still doing this promotion for another week.
