I don't have any info on finding a deal on a helmet, but I can highly recommend the Trek helmet we got for my son. It's adjustable and he's gotten 2 full years of use out of it so far and it still 100% fits him at age 5yr. (And he's done a lot of growing from 3 to 5yrs.) We bought it at our local bike shop for $45 and they tried a few different helmets on him to find the one that fit best.

just FYI - whatever you find, it is supposed to fit and stay on without the chin strap fastened. I know that's no help to finding a good price, but it is a tip that came with the bike shop fitting we got. They said it is really important for head protection to check/readjust the helmet a few times a year as your child's head grows. Another thing they said: Helmets have an expiration like carseats for the same reason (materials degrade).

We have a local non-profit that does carseat and helmet checks - they also sell helmets for $8. Great price and wound up being a great option for us, we really struggled to find a helmet that fit our (small) 2 y.o. well and they were able to find one.

I have gotten good deals on Giro helmets from REI outlet and sales and amazon. It might help to fit your child in person though at a real bike shop to know their size and which brand works well. We found Bell didn't fit DS but Giro did.

I remember that Walmart had them for slightly cheaper than Target. You may want to check them out.
