If she drives a USPS vehicle then no, she isn't allowed. If she delivers mail in her own vehicle then I am not sure.
It looks like the answer is no, but I doubt that's enforced. (I could also be reading this wrong.)

I've heard some STORIES about stuff that happens in mail vehicles. Makes you want to open your mail with gloves on....
I'd complain to your Postmaster.
Sadly - for me it wouldn't really help - as our Postmaster is the SPITTING IMAGE of freakin' Newman from Seinfeld - all the way down to his attitude. It's actually pretty hilarious even if he's an idiot.

I would complain, but keep in mind, that is the person who controls if you get your mail or not! Our old mailman (we called him princess postal) used to smoke in the car, and leave his butts next to our property. Our neighbor called and reported him, but he apparently thought it was us. We had many a problem. For example, if a service vehicle was parked in front of our mailbox one day, he wouldn't just not deliver our mail that day,H e would remove us from the route permanently, until we would go in to complain and have it restarted. Apparently, it's next to Impossible for a postal worker to be fired.
