Are postal workers allowed to smoke in their vehicles?

I have this problem with Fed Ex. Everytime I get a package from Fed Ex Ground (and it's usually clothes), the package REEKS of smoke. The Fed Ex lady smells like smoke too. It's horrible.

Our mailman doesn't smoke, but he's far from fabulous. He drives on the sidewalks and is too lazy to deliver packages. He just slips those "sorry we missed you" slips into the mailbox without even trying our door. Drives me mad & I've chased after him before to get my parcel!

That would piss me off. Call and say you are allergic/sensitive to smoke! (this is true for us..) That might get you a better response.
