I think I have 4 dozen and rarely use more than one wipe per change. I do laundry every third day and haven't run out yet.
ETA: mikala's post prompted this edit! I'm using sherpa/velour wipes with a EBF newborn.

It depends on baby's age/poop frequency and type of wipes. We use more wipes per change if flannel and less if sherpa/velour because they are thicker and more textured.
I would estimate one to three sherpa wipes per poop, two to five flannel.
I had about 5-6 dozen and that seemed like plenty. I used several for poopy changes and also used them to wipe noses.

We have 4 doz double flannel wipes I made out of old receiving blankets. With the newborn plus DD1's nighttime pooping habit, snotty nose cleanups, etc, I'm still ok washing on,y every 3-4 days. Our blankets were older and had some texture, so I'm finding myself using only 1 wipe for any need so far. I'd guess 3 dozen would be fine.
I'm not 100% sure what's happening, to be honest. But, DD's caseworker told me to be "completely prepared NOW." So, I'm trying to get completely prepared--NOW!--and hope it means what I assume it means! And I can't wait to be off this rollercoaster. Bringing DD home was so much easier--she came home like 3 days after my homestudy was approved. But she was also 3 years old at that point, so we weren't waiting for anyone to actually bring a baby into the world before I got her

36 minimum, you may need more than that depending on how often the baby poos and how thick the wipes are (i.e., larger/thicker wipes = just one per diaper change, smaller wipes = 2-4 per diaper change).

36 has worked well for me. I keep some disposable wipes (Kirkland, from Costco) on hand for the diaper bag, so the couple of times I ran out when DS was new, I used disposables for a few hours.
