Bank Screw Up

What regulatory authority do u complain to if bank screws up refinance and borrower still hasn't received the funds they borrowed? Supposedly sent to someone else by mistake because bank thought they were paying off a loan, but bank was never given instructions to do so.

I'm not sure if this is the only place to go, but you could submit a complaint to the recently created Consumer Financial Protection Bureau. http://www.consumerfinance.gov/
