ISO brown boots for Toddler girl (<$25)

I'm a little late on this, but have been looking for brown boots for DD. Just looking for something casual that she can wear w/most outfits.

Does she wear the boots over her pants and leggings or just over the leggings?

And does brown go w/ most everything even black outfits?
