If you're buying a coat specifically for recess duty, I would verify the school's policy regarding recess.... in our school, if its below 30 either actual or windchill we stay inside. Kids do not play in the snow.
For my own kids, we go out whenever. We're at the playground for 60+min daily. I have a massive down parka that is midway between knee & thigh and snow pants. I have mittens from REI that are double layer 300 polartec fleece. SUPER warm.
for boots I have NEOS Overshoes. I've had them for about 18yrs and they're seriously the best investment I've ever made. HATE them for driving in but in terms of playing in the snow I've never been cold or wet. Honestly, I can plop myself into a snowbank for a few hours while the kids go sledding or whatever and I'm fine.

Different part of state but here it’s 10 degrees. They do go out in snow.

Tnf arctic parka linked above would be my rec for op. It’s both down and water resistant, semi flattering and very warm. Moosejaw regularly has a coupon off regular priced items, so I would look for that. North face Miss Metro is another warm jacket.

I used to always get LE or Eddie Bauer down parkas but switched to North Face a couple of years ago. I think NF is way warmer/wind proof. My go-to is knee-length NF parka, knee-high Ugg boots (leather on outside) and a shearling hat. It can be 30 below and I'm comfy.
I saw Costco.com has a NF parka right now.
