Shoe recommendations for new walker - chubby feet, high instep - pedipeds don't fit

My young dd just started walking - she is 13.5 months. I bought her some pedipeds (size 12-18 months) in the maryjane type style (originals) and they just don't seem to fit her that well. I think she has a really high instep.

Any recommendations for shoes / brands to consider. I think she probably has wide feet. I can take her to stride rite or the nordstrom kids department but wonder if there are specific brands that might work well for her.
