Dear Fellow Class Parents,
I recently found out that District policy states that they will not send home a note about lice in the classroom until there is a "high percentage of students" already found to have lice. Because of this policy, we won't receive notices to be on alert for any lice. In the spirit of shared knowledge and class wellness, I just wanted to let you know that more than 1 child in Class A and B is currently being treated for lice. [Insert any good lice protocol link] has good information on prevention and treatment. If you have any questions, please don't hesitate to ask! Let's make sure this doesn't turn into a grade-wide outbreak! Signed, Your name here

My DD had lice in 1st grade, and there was no teasing about it. Once it starts going around, kids (imo) are pretty matter-of-fact about the whole issue. I would send the email, and if you have a chance, tell the parents of your DD's close playmates and/or seatmates at school that your girls were infected so they could do extra thorough checks.
