If your child gets invited to a party and you dont go ( RSVP'd no) and its no a good friend of you or your child ( just a class mate) Do you still buy a gift for the child?

No, not in the situation you described. If it was a good friend, then yes, simply because I would want to. But otherwise, no.
And we never receive gifts from kids who don't come to our birthday parties.
