Ideas for 1st birthday outfit ... rainbow themed?

Carrie's turning one next month, and we're doing a Care Bears/rainbow themed party. The only dresses she has in her current size (12 months - which is still a bit big but wearable) are either too summery for late October or are very fall-like - orange, burgandy, dark green. I'm looking for a dress or jumper that's season appropriate but in brighter colors. Short sleeves would be OK since we'll be indoors, but late October around here is usually cool so long sleeves would work too. It doesn't have to be super-fancy, I'm looking more for "cute" than "dressy".

Any ideas?

Oh, and budget-wise...I'd be willing to spend up to $40, but if it were less that would be even better. I'm a Carter's, Children's Place and consignment shop junkie if that helps. ;)
