Photoshop Elements questions

I'm playing around with Elements in anticipation of creating my holiday card. The picture hasn't even been taken yet but I want to learn as much as I can beforehand. I used the trial version to create a collage for DS's birthday invite, but that the extent of my experience so bear with me! Here are my questions:

1. When I try to use the magnetic lasso tool it starts off good but then if it starts to get off track everything goes haywire and I can't get it to stop! Is there a way to backtrack or stop in the middle before you have outlined the entire object? Or do you just have to go really slow and be very careful in order to have this tool work?

2. How do you get a border around a picture - for instance if I have a layer with a picture in it and I want a thin red border around the picture? I tried using the help function for this but couldn't find an answer.
