No, Texas did not pass this into law. The news reports are innacurate. The governor decided this all by himself. He does not have the authority to do this, but until someone tries to enforce it and someone else challenges it, there it sits.
And that is just *one* of the many problems with this "mandate". Is this series of vaccines covered by insurance? Or will the $360 be out-of-pocket charges? What about the uninsured? Medicaid elegible? How are low-income families expected to provide this? How much is the fiscal note that would have been attached to this had it actually gone through the legislative process? Public health programs will have to be funded in order to provide this, and that will require legislative appropriation. And last but not least: The Republican governor of a red state mandating children be vaccinated against an STD, while his Eagle Forum buddies continues to fight sex ed in schools? C'mon! Guess who who wants to run for Prez like his predecessor in the Gov mansion? Please tell me (yes, a rabid Democrat) that the Republicans can field a better candidate! I've known and worked with this guy for years. All he has going for him is good hair and a laundry that doesn't spare the starch. |
