A 1-year stay is in place for certain parts of it. I am going to admit, I don't quite understand it, but it says it should help the smaller crafter type of people. I hope someone else can read it and tell me what it means

It appears that although all manufacturers of toys and children's products need to comply with the new lead and pthalate limits, they won't need to prove that they meet the limits by providing a testing certificate. I am not a lawyer but it sure seems like a troublesomely vague statement. Also, although I am glad that libraries and small vendors won't necessarily go out of business, I certainly won't accept any assurances from the large toy companies that their products are lead or pthalate-free without independent testing which won't be required for at least another year. So, it seems like status quo for the next year.
