Default Stroller maintenance?

We went to the beach today and our son decided to decorate the stroller with wet sand. So tonight I took the stroller apart and cleaned it and did all the routine maintenance. Not a job I like all that much, but I love my stroller and it's gotta be done, right?

Anyway, the part that always befuddles me is how to clean the swivel wheels. (It's a Cameleon.) There's hair and heaven knows what else wrapped around the axles, and I always have such a hard time trying to clean it out. I was so tired tonight that I kinda gave up before getting all the gunk out.

Any tips or tricks on how to make it easier to unwind the gunk from the wheels?

Maybe axel isn't the right word... I'm tired... anyway, the part in the middle of the swivel wheels, from which the spokes span outwards. What's that called?

I would think that is the axle. I have had to use small scissors and tweezers when things have been wound around.
