I'm pretty sure NH has Christmas Tree Shop, because we get their flyers. I just don't know where. But I will check it out next week.

I LOVE the Target Dollar spot, but it does seem as though Hello Kitty is the big thing now.

I concur that the beach balls work for kids of all ages (we had a large range at DD2's 1st birthday pool party too). If you blow up the balls in advance, they add great color to the pool and provide something fun for the kids to play with. The squirt gun sticks are also enjoyed by children of a broad age range IME.

I love the water bottle idea and the ball idea. I think Oballs are great for all ages....My Tuesday Morning had Gertie balls for $1.99 and $3.99 (smooth and bumpy, IIRC)

One other thing is Silly Bandz might be fun for all ages...did you see the really cheap deal on slickdeals?

We did Disney beach towels one year, I ended up getting them for about $4.75 after sale coupon and cashback. I wanted to keep it under $5/person, but this may be a little pricier than you are looking for!

We decorated foam visors at my DD's b-day party (with foam stickers and glitter paint), which was at the end of May. Then they got to take it home with them. One kid asked if there was a goody bag, and I said the visor was the "goody" and no one had a problem!

I ditto PP suggestions sidewalk chalk, bubbles, and beach balls. Cheap fun for all ages!
