Can you plug the WiFi Kindle into computer to download?
Looking to purchase for my niece, they do not have WiFi in their house. She would only be downloading books occasionally. Can this version connect with a USB to sync?

Yes you can. The wireless stuff just makes things more convenient when you're out and about. When they e-readers first came out, many could only download directly through a computer.
It's sorta like an iPod. Charges and syncs through a USB cable attached to your computer.

The chord that comes with it is a USB chord that can plug into your computer or into an adaptor to plug into the wall. It is super easy to use.
