Default Trike for 2-year-olds?

Is this even a good idea? Grandma wants to get the girls trikes. They're 50th and 35th %tile in heights. I think they could learn to pedal - but are there tricycles that are small enough for them to reach the pedals?

My twins were in 70-75th%ile in height at age 2 but were still unable to pedal their trike (Radio Flyer - the small one). It caused a lot of tears and frustration. We ended up selling it & getting a balance bike for them to share.

If you're going to get a trike, I would definitely get one with a push bar. I can't tell you how much my back ached from pushing the kids on the trike without a push bar.
