Mattress Pad and UCS necessary???

I'm in the process of setting up my crib and was wondering - do I need to use a mattress pad and a UCS or is one or the other enough?

We only use a mattress pad (the UCS is sooooo scratchy!) - but could have done without one, at least so far. We haven't had any floods in the crib... yet....
