Safe & Sound bedding and sheet saver

I recently bought a Safe & Sound bedding set. After buying it I figured out that I wouldn’t be able to use a sheet saver with it, because the bumper prevents access to the crib rails (the sheet saver is supposed to be attached to the rails like a regular bumper would).

My question is: Can I just put a lap pad on the regular sheet, under the baby, or is that considered loose bedding and dangerous???
