Two things
First) I believe ND started her business doing all custom and now she does mostly non-custom (can't think of a better word) and only about 10% custom. The non-custom work is still as beautiful and the workmanship is the same; it's just that she has a pattern that she follows. You can see all her designs on her website. It might be that your friend's set was custom which makes it higher in price.
Second): You might actually have your best luck at small boutique shops as opposed to big chains, since they control their own prices (which can be good and bad). I was on the search for the perfect crib set and had this certain image in my head (hand pieced quilt w/a large variety of rich looking fabrics, certain colors). The local baby boutique store which is normally VERY VERY expensive happened to have this in their basement. They only brought the set out when NOTHING else in the store looked right to me (even custom). When I saw that set, I thought it was PERFECT - and I had spent weeks looking already so I knew what was out there (and I didn't like any of it). They offered it to me higher than what I told them I was looking to spend on a bedding set but still a big dicsount for ND - they let me take the pillow home as a sample to show my husband. His comments when he saw the sample - "You won't be able to find anything more beautiful". We got the set minus the pillows for $650 - yes it's alot but I believe that it probably would have gone for alot more and it was exactly what I wanted. Don't know why this set was in the basement (maybe a custom order that the customer never picked up or maybe a floor sample) but it's in perfect shape. I have the quilt hanging on the wall as art. You can barter at local boutique shops while the chains, their is no room. If you're interested, I can post pics of the set.
