I don't know what that is, although I can picture it. I just thought I'd add my 2 cents though. I have never needed such a thing. As long as the sheet fit well and snugly, it never moved around anyway. I can't imagine it's a necessary item.

When I had dd #1, we had a really cool device that looked like a circle with clips to attach to each corner of the fitted sheet to prevent it from sliding around. I think it may have been recommended by Baby Bargains. I can't remember what it's called but want one for baby # 2 due next month. Anyone know what i am talking about? TIA

I don't know what specific item you are referring to, but I can tell you that Linens 'n' Things has a device (circular clip like) that holds fitted sheets in place. I use it for our bed since some our sheets tend to slip off once in a while. Can't tell you what it is called but it is available in the linens section. I assume it will work on a fitted crib sheet as well.
