Preschoolians sizing?

I'm interested in trying Preschoolians for DD, 13.5 mos. I tried to measure her according to their website instructions, and was unable to come up with--what I felt was--a logical size to order for her.

According to our local shoe store--I think they are expert measurerers--she is a 4.5. They said she'd probably take a 20 in most European shoes.

So, would she wear a 20 in the Preschoolians?

I had checked that page, but couldn't tell exactly what they meant by where the heel "juts" out. I think I will order the 20, though. If it doesn't work, exchanging won't be a big ordeal.

My daughter wears a Preschoolians size 20 and a Stride Rite 5 and Land's End 5. I think the 20 will be fine.
