Shoebuy sells Robeez and accepts paypal. They are more expensive than most places, but there is a 20% code (LABORDAY20) still good until Sept. 11 and they price match.

I don't know which stores accept Paypal, but I have a Paypal debit card. There aren't any fees or anything, it's really easy to get one.
