Do Biscotti dresses run pretty true to size?

I found one that I fell in love with and saw it NWT on ebay for about 1/2 the regular price. I got the 4t for Christmas. DD is still in some 3T, starting 4T.

They run small.

I would say it runs a size small. My DD has been wearing size 12 months since she was 8 months and she is very small.
