Easy steer Kettler

Is the Navigator the cheapest way to get a trike w/ a pushbar and steering that can be controlled? I have a Huffy w/ a pushbar which Kayla loves, but if she moves the handlebar, I can't steer straight. I don't need air tires or fancy accessories...just a trike that I can steer well w/ a seatbelt and a bell... Is this the right one or do you suggest something different.

The Happy and the Jumbo both have a steering lock so that baby can't move the handlebars when you engage the lock. It also disengages the pedals so baby can pedal if he wants to but it doesn't turn the wheel.
