It would be for my 22 month old ds.
Here's the ones I'm looking at:Dusty the Talking Vacuum

(some reviews say it doesn't hold up well.I wonder if they've improved it.And I think the newer one is purple which I'd rather it not be a girly color)

I can't talk about the Dirt Devil ones since we have not seen those IRL. But I can compare the "likeability" of the Hoover and Dusty. DS LOVES vacuums and his friend has both so he can choose which one to play with. He ALWAYS chooses the Hoover. He can be slightly amused by Dusty for a while only if someone else is already playing with the Hoover. He much prefers it. But I've also noticed that my DS prefers "real-looking" toys to the animated or cartoonish version. I don't know if it is a gender thing or that he doesn't get to watch TV as much, but his friend who has both vacuums--a girl-- seems to like both vacuums the same. He also loves brooms and sweeping so he would probably like the Dirt Devil 8 piece set, too.

If you do get the Hoover, try to get it at Target. The have the same one for $15 in the "plain wrap toys" aisle.

My ds is also vacuum obsessed. I initially got the dirt devil one, but returned it because it was impossible to push on a carpeted surface. We got the hoover one instead, and he loves it. I wasn't too sure that I wanted a vacuum that talks, so I stayed away from Dusty.

Do you think Conner would be too young for a vacuum? He'll be 16 months at Christmas and loves exploring our full size vacuum whenever I bring it out.

My 16 mos. old nephew has Dusty and he absolutely LOVES him! I think it's his favoite toy. He has the newer version, which is a dark purple and doesn't look girly at all. And Dusty takes a heavy beating and seems to hold up well.

We have the Hoover at home and the Dirt Devil at my moms. He never uses the Devil, ever. He is fanatic about the Hoover. And don't listen to the reviews that say it eats batteries - we've only replaced ours once in two years.

We bought Dusty for Jackson and I am disappointed. He just turned 2 and is a little taller than average but the handle seems short to me. Like he is having to bend over to push it. The hose never stays in place and he gets really frustrated with it. I wish we had went with the dirt devil. My nephew has one and loves it! Jackson also loved playing with it. Dusty is cute but I wouldn't buy it again.

This is one I had been looking at for my nephew. I think it's been discontinued and I don't think this site ships to the US. So I might be more of a bother than a help!

I did see Dusty and have to agree, it's short! I'm also not a fan of the talking aspect. JMO.

DS loves this vacuum, it gets played with daily by him and other kids who come over. He got it last year for Christmas.

We have this one and it is awesome! It's also good for 18 months and up whereas a lot of the other vacuums are for 3+. It has no electronics, just balls that clack around. Both kids love it and they are 2 and 4 now!

We got ours 2 years ago at TRU for $20.

ETA:

This store has it, although their shipping seems a little pricey. I suppose you also might find one at Big Lots.

Thanks for the links and comments on the realistic looking ones! DS loves our vacuum and although we do have a small everyday one that he likes to use, it's not really very safe, so this might be a great alternative.

I like the Hoover vacuum, but wonder if it's OK for a 18 month old to use, since it says only 3 and over? If not, does the little tykes vacuum work for a taller toddler? Thanks in advance!

My 4 year old is 43 inches tall and she still uses the Little Tikes one.

We have the Hoover - got it when my younger son was 18 months. Both boys were crazy for it. I can't think of why it would be for 3 and over.
