Brand new FP Ocean Wonders Aquarium - low water level?

I was given a FP Ocean Wonders Aquarium at my shower and I'm wondering how full the "tank" should be? For those of you with this product, does the water level go all the way to the top or does it begin just a smidgen below the top fin of the big fish? It just looks awfully low to me, but perhaps it's designed that way.

I looked for another one at Target last week to compare, but they were sold out at the time, and I can't seem to find any images on the web that show closeups.

It helps tremendously, thanks! That's exactly where the water level is in mine. It struck me as rather low, but I guess that's where it's supposed to be. Good thing, since Target can't seem to keep them stocked for me to exchange it.
