Double Runner Skates

Hi, We just came from our first trip to the ice rink. DC did great (and loved it), but the ice "skates" kept falling off. We are using the Bauer double blades that strap onto boots with plastic straps. I can't seem to get them tight enough and every time she fell one fell off. Finally I rented her a pair of boots, but she couldn't even stand in the single blade skates.

What am I doing wrong? Are the leather straps easier to use than the plastic? I've looked into double blade boot skates, but don't have any idea on sizing.
