Another swingset question? Swingset up first or safety surface first?

I'm way too excited about this swingset :)

We have the area set. Our landscaper put the weed barrier down and we ordered rubber pellets as our safety surface. Do you normally put the rubber pellets (or other safety surface) down first, or do you put the swingset up first?

I think this depends on the manufacturer. Cedarworks suggests you prepare the area first and put the swingset on TOP of the whatever surface you've chosen.
