Rody Horse Question

Would you buy the Rody Horse with or without the rocking base?

If it's for a child under 2, get the base. My daughter at 25 mo is about 35" and can bounce on Rody with no problem; her feet touch the floor fine. She has some other friends who are shorter and a little younger (youngest turning 2 in Dec.) and they can bounce but they constantly fall off of it even though they have good balance because both feet don't touch well enough.
