Question for FP Papasan Swing Owners: What is the blanket thingee?

I just purchased a used Fisher Price papasan cradle swing and it came with something that looks like a blanket. There is velcro on the bottom as well as the two top knotted corners. I'm assuming it attaches to something, but I can't figure out where. I even looked at the manual online but it didn't mention this at all. Does anyone know where it goes and how it works? It's an odd shape for just being a blanket. TIA!

It attaches to the swing on the bottom I believe, so it covers baby from the feet up, sort of like a pouch. Maybe the velcro is actually on the papasan inside.
