Based on the Consumer Reports report on car seats, I called Volkswagen for help in finding someone to install a tether in my older VW (the local dealer had no clue).

It turns out that VW will pay a dealership to install 2 anchor points (out of a possible 3) in your VW. Newer VW's have them already. They will also contact the dealership in your area with information on what parts to use and how to install it, and help you make an appointment.

Call 1-800-822-8987 and explain you're looking for information on car seat tether installation. They have people who specialize in just that.
