problem with the crotch-strap on Evenflo triumph

Has anyone experienced a problem with the crotch-strap on the Evenflo triumph. The strap slips from the close in position to the further out position on our seat. The seat came set to the further out position and I moved it according to the instructions (twist it sideways, move it to new position, and twist it back). We have only had the seat a couple of weeks. I would like to figure out if this is a problem with this seat generally, with my specific seat, or with my ability to install it.

I would appreciate any comments.
