Is it okay to RF tether two seats to the same seat?

Here is a question that my friend asked me:

We tethered Peyton's Roundabout when she was rear facing. We tethered
it to the base of the front seat. It made it hard for the older kids
to get past her seat, but they just started using the other door to
get in. My current issue is whether it's ok to tether two seats to
one anchor. Our back seat in the van only has one anchor(LATCH) in
the middle. The captain's seats in the middle both have it.

Nope, not unless allowed by some obsure stipulation in the owners manual. In a serious crash the one anchor likely could not hold the two children's mass.
