How do I find a GOOD car seat tech (like joolsplus)?

Like joolsplus :)
After personally experiencing bad car seats checks and reading Debbie's post, I want to know if there is a group of reputable car seat techs that I can look up.

Julie- is there a list out there or is it just trial and error? Should I post on the Car Seat PP board? What is the link to that board? I live in Arizona.

I have had one car seat tech say that we were actually breaking the law by leaving DD rear facing after a year old and my sister had a tech that actually told her to forward face her DS before he was even 20 lbs just because he was alrady a year old!!!

Since Isabella will be in a new car seat soon, I want to have our car seats checked again.
