I don't know where I'm supposed to tether the seat to. I can't find an anchor in my '89 Volvo Wagon for rear-facing. It's just belted right now. It moves around too much (up and down) without it. What do I do? Where might an anchor be?

I believe you can anchor it rearfacing to any metal part that is bolted down in the car, like underneath one of the front seats in the back. There wouldn't be an actual special place to tether it rearfacing because Britax seats are the only seats that allow rearfacing tethering. For FF tethering you should have someplace special to tehter it to behind your backseat, though.
(anyone, correct me if I'm wrong please!)

Does anyone else have any insight into this dilemma? What do I do?

I don't have any specifics on your car, but here's a site with various solutions.

http://www.angelfire.com/wa3/isakswings/ratetherrf.html

I have an Audi and have mine tethered to the metal part that is bolted to the floor to hold down the passenger side seat belt. So, it is off center and that's fine. It doesn't have to be so taut that you pull the seat off center. Not all cars have this available though, but something to look for. If there's a seat track, you can use that optional strap as shown on the site above. If you cannot find anything else, you can use a solid part of the seat itself, but then you cannot move that seat back and forth.

FWIW, the "test" for tightness of a rear facing seat is ONLY that you should grab the seat at the belt path and see if you have 1" or less of movement. (Use your non-dominant hand, you don't have to put all your weight into it.) Britax seats do add the additional tether for anti-rebound. But, w/o it there will be movement at the top of the seat and its fine. Other seats are like this as they cannot tether in rear facing mode. It seems weird, but its fine.

Hopefully that site can help you, or someone here knows more about that particular car. You just need to really root around under there and find something solid, its different in every vehilce model and year.

I've done an older volvo or two...the back of the front seat track was useable (I even found an old D-ring still attached to one of them once!)
