Impossible question to answer as both seats meet and exceed the NHTSA requirements. There is also no such thing as an official rating except for NHTSA's ease of use rating, see here for the 2005 results: http://www.nhtsa.dot.gov/CPS/CSSRating/SeatDetail.cfm?CSSID=151

Which Britax seat are you wanting to compare with the Safeguard? I can tell my personal opinion based on the age, weight and height of your child, the car it will be installed in and if you have other children and seats to fit in with this seat.
