I saw this for the Evenflo Generations in Canada and it says it goes to 47 lbs.

The ones in the US go to 40 lbs. Is it the same seat and they test differently or do they have different seats there?

Canada tests seats with the top tether in use, since it's the law up here. If for some reason, the top tether can't be used, those seats are only good to 40lbs. The US tests require that seats pass without the tether. One country uses a fixed back on their test sled and the other uses a flexible back. I can never remember which though.

Years ago, I was told by the manufacturers and Transport Canada, that our combos also have a tad more foam on the back of the seat. They claimed that it is the foam & tether combination that made those seats pass testing above 40lbs.

Interesting! Wish it was that way here! Kids could stay harnessed a little longer!
